Detailing in Thousand Oaks: driveways, water rules, oaks, heat and ash

Thousand Oaks writes its own water and storm-drain rules, and they apply whichever of the city's four water providers serves your home; the City of LA's rules do not reach here.

1. Driveways, HOAs and two-car households. 71% of Thousand Oaks households own their home; 66% of homes are single-family detached, 11% are townhomes and 16% are in buildings of five or more units, against 36% owners and 36% detached homes in the City of LA (ACS 2020–2024, tenure; units). So most detailing here happens in a driveway or a garage. In a gated or HOA community, the gate and the HOA's OK, where its rules ask for one, are settled when you book.

2. The bucket-or-nozzle rule. In the City's words: "Using potable water to wash or clean a vehicle, including but not limited to any automobile, truck, van, bus, motorcycle, boat, or trailer, whether motorized or not, is prohibited, except by use of a hand-held bucket or similar container or a hand-held hose equipped with a positive self-closing water shut-off nozzle or device" (City water FAQ). The rules apply to everyone in the City, whichever of its four providers serves the home (water providers). Driveways and other paved surfaces may be washed down only for safety or sanitary reasons, and then only with the listed devices (TOMC 10-2.1104); discharging a pollutant into the storm drain system is unlawful (TOMC 7-8.201). The City's storm drains "do not treat water before it flows into creeks, and eventually the ocean", and it asks residents to "Sweep driveways and sidewalks instead of hosing them down" (City of Thousand Oaks). Wherever the car is parked, driveway, garage or street, it stands on our water-capture mat, and we bring our own water, so no water or soap runs to the gutter.

3. Under the oaks. The City protects "All species of Quercus (oak) over two inches in diameter", with a protected zone "five feet beyond the outer edge of the canopy or 15 feet from the trunk, whichever is greatest" (City trees FAQ). The oaks are here to stay, and so is what falls from them: sap, leaves and bird droppings on a car parked under a canopy should come off within days, not weeks, before heat bakes them on. Bonded fallout is paint decontamination; what a coating changes for a car under the oaks is on ceramic coating.

4. Between the coast and the Valley: heat and hard water. Thousand Oaks has no 1991–2020 normals station, so the figures are indicative. NOAA's in-town co-op station, on the west side of the city, averaged 85.9°F highs in July and 84.5°F in August over 2004–2008, reached 106°F on 19 June 2008, and logged 26 days at 90°F or more in 2007 (NOAA); the normal August high is 79.5°F at Camarillo Airport and 97.4°F at Pierce College (NOAA normals). Hotter than the coast, milder than the Valley, and hot enough that we polish and coat in shade or a garage. The imported water Calleguas wholesales to the region averaged 140 mg/L of hardness in 2025 (Calleguas), which USGS calls "hard" (USGS); providers may blend it, so your tap can differ. Hard water left to dry on a warm panel leaves mineral spots, so every panel is dried by hand.

5. Hill Fire country: ash on the paint. The Hill Fire started on 8 November 2018 at Hill Canyon Road and Santa Rosa Road in the Santa Rosa Valley, north-west of the Conejo Valley, and burned 4,381 acres (CAL FIRE); 21 minutes later the Woolsey Fire started south of Simi Valley, to the north-east (CAL FIRE). LA County Public Health, in the neighboring county, advises a gentle hose spray for loose ash, then mild detergent and water; no scrubbing of dry ash, which can scratch paint; the ventilation intakes checked; a HEPA vacuum for an ash-filled interior (Public Health). Ash is soaked loose, never wiped dry, and the rinse is collected on the driveway, not hosed toward a storm drain the City keeps for clean water only.
