Simi Valley rules and conditions: the nozzle rule, Arroyo Simi runoff, hard water, sun and ash
Simi Valley is in Ventura County, with its own city code and its own water suppliers; the rules below are Simi Valley's, not Los Angeles'.
1. A driveway city. 73% of Simi Valley households own their home; 71% of housing units are single-family detached, 8% are townhomes and 13% are in buildings of five or more units, against 64% renters and 48% in such buildings in the City of LA. 93063 and 93065 look alike: 74% and 73% owners, 69% and 74% detached (ACS 2020–2024, tenure; units). So a visit here usually means your driveway. In an HOA or townhome community we work in your driveway or garage apron, with the HOA's OK where its rules require it. In an apartment complex or office lot, the manager signs off first, and we agree the space and the gate with you before the day.
2. The City's water rules. Under the City Water Conservation Program, in force year-round, water may be used to wash a vehicle only with a hand-held bucket or a hand-held hose with a positive self-closing shut-off nozzle; "any commercial car washing facility" is exempt (SVMC 6-11.204(g)), and Waterworks District No. 8 customers have the same rule (6-11.104(g)). Driveways, sidewalks, walkways and parking areas may not be washed down except to deal with a safety or sanitary hazard (6-11.204(d)). We wash on a water-capture mat with water we bring, never your hose, and we never hose down your driveway.
3. Storm drains run to the Arroyo Simi. No one may discharge untreated wastewater from "mobile auto washing" into the storm drain system (SVMC 6-12.507), and no pollutants may be left on any driveway, parking area, street or sidewalk (6-12.205). The City's stormwater program exists to cut what reaches the Arroyo Simi (City of Simi Valley), and the county's Mobile Detailers sheet (1999, still the one it links) says gutters and storm drains carry pollutants "directly to arroyos, creeks and the ocean without any treatment" (Ventura Countywide Stormwater). That's why the car stands on our water-capture mat wherever it is parked, the street included, and nothing we use reaches the gutter.
4. Hard water, sun and dust. Golden State Water's Simi Valley system averaged 210 mg/L of hardness in 2025, 12 grains per gallon, ranging from 137 to 330 mg/L; its supply is treated Calleguas water (82%) blended with local groundwater (18%) (Golden State Water). It serves about 13,300 customers here (fact sheet); the city's other supplier is Waterworks District No. 8. USGS calls anything over 180 mg/L "very hard" (USGS). At that 12-grain average, a drop left on warm paint dries to a white ring, so we plan a Simi Valley wash for shade or the cool of the morning and hand-dry each panel before wetting the next; etched spots are water spot removal. Simi Valley is an inland valley ringed by the Santa Susana Mountains and the Simi Hills: dust settles fast, and summer sun is hard on dashboards and leather, so every full detail puts a UV protectant on the dash and trim and conditions the leather (car detailing leather seats).
5. The Easy Fire, and ash on a car. The Easy Fire started on 30 October 2019 at West Easy Street and West Los Angeles Avenue, inside Simi Valley, and burned 2,375 acres (CAL FIRE); the Woolsey Fire started south of the city in 2018 (CAL FIRE). LA County Public Health's answer for parked vehicles, updated March 2025: a gentle hose spray for the loose ash, then mild detergent and water; no scrubbing of dry ash, which can scratch paint; the ventilation intakes checked; a HEPA vacuum for an ash-filled interior (Public Health). For ash on property, Ventura County asks people to "control, contain, and capture" it, without leaf blowers or hoses (Ventura Countywide Stormwater). Ash is lifted off with water first and never towelled dry, and the rinse is captured on site, as the county asks, instead of running to the Arroyo Simi.
