Burbank is its own city. The rules that apply to washing a car here come from Burbank Water and Power and the Burbank Municipal Code, not from the City of Los Angeles.

1. Driveways, apartment garages and offices. 57% of Burbank households rent, and 44% of homes are single-family detached houses, against 36% in the City of LA. In 91506, 64% are detached houses; in 91502, downtown, 90% of households rent and 82% of homes are in buildings of five or more units (ACS 2020–2024, tenure; units). So a Burbank visit is either a driveway on the west side and in the hills, or a building garage downtown. 2. The mat and the storm drain. The storm-drain rule in the wash section above is why the mat goes down every time: wherever the car is parked in Burbank, on a driveway, in a garage or on the street, it is washed on a water-capture mat with water we bring, so nothing reaches the gutter or the storm drain.

3. Water use. Burbank's water code, in a rule that is in place at all times, has vehicles washed with a hand-held bucket or similar container, or a hand-held hose with a positive self-closing shut-off (BMC 8-2-304). BWP's page on the 2026 update adds that "using water to wash hardscape surfaces is prohibited" (BWP). Our method: the car stands on a water-capture mat, the crew brings its own water, and the garage floor or driveway is left dry.

4. Hard water and heat. Burbank's water averaged 286 ppm of hardness in 2025, or 16.7 grains per gallon (BWP 2025 water quality report). For comparison, LADWP reports 8.6 grains per gallon (147 mg/L) for its San Fernando Valley and Western LA zone in 2022, a City of LA figure; LADWP does not serve Burbank (LADWP). The airport station logs about 7 days a year at 100°F or more (NOAA annual normals), and only 0.22 in of rain from June to September: 82% of its 13.9-in year falls December to March (monthly normals). 5. When the Verdugos burn. The Verdugo Mountains rise along Burbank's northeast edge, and fire reaches them. The Walnut Fire started on 8 August 2026 at East Harvard Road and Wildwood and burned 40 acres, run by the Burbank Fire Department (CAL FIRE); the La Tuna Fire, from 1 September 2017, burned 7,194 acres in the Verdugo Hills (CAL FIRE). LA County Public Health's advice for a parked car under ash: loose ash off with a gentle hose spray, then mild detergent and water; no scrubbing of dry ash, which can scratch paint; the ventilation intakes checked; a HEPA vacuum for an ash-filled interior. On driveways, it says to "avoid washing ash into storm drains" (Public Health). For a car under ash, water goes on before any cloth does, and the runoff is collected on the mat rather than sent down the storm drain.
